The Davis-Bacon Act of 1931 is a U.S. federal law which established prevailing wage rate requirements on public works projects. Contractors and sub-contractors who perform work on federally government construction contracts, and federally assisted construction projects over $2,000, are required to submit weekly Certified Payroll Reports.
The U.S. Department of Labor WH-347 Payroll Certification Form and the WH-348 Statement of Compliance Form are the most commonly used reports. However, some state and municipal agencies mandate use of their own specialized forms for projects subsidized with local funds.
Points North’s Certified Payroll Reporting software simplifies the weekly reporting process by automatically generating federally compliant reports that capture the following data:
- Project and Contractor/Subcontractor Information
- Employee Information
- Employee Work Classification
- Withholding Exemptions
- Hours Worked By Day and Date
- Total Project Hours for Each Employee
- Rate of Pay/Cash Fringes
- Fringe Benefits Paid In Cash
- Fringe Benefits Paid to Union Plans, Funds or Programs
- Gross Amount Earned On Specific Jobs
- Deductions
- Net Wages Paid for the Week
